York, Pa. – Barley Snyder is pleased to announce that long-time York County attorney David R. Confer has joined the firm in its downtown York office.
Confer has served as general counsel to York County-based The Wolf Organization, helping direct the home products supplies company for more than 40 years. His successful tenure includes a time as chairman of the board of directors. He will keep the general counsel position as a Barley Snyder attorney.
As a member of the Barley Snyder Business Practice Group, Confer will use his four decades of problem-solving experience at Wolf to help Barley Snyder serve its clients more effectively. He also will be instrumental in advancing the firm’s Practice Excellence® legal process improvement initiative.

During his time at the Dickinson School of Law in Carlisle, Confer clerked at Liverant, Senft and Cohen. That firm merged into Barley Snyder in 1991, allowing the merged offices to have a presence in both Lancaster and York.
Since then, in addition to his professional work, Confer has been a dedicated advocate to York and its nonprofit community. He’s volunteered his time to serve on boards of organizations like York Habitat for Humanity, Children’s Home of York and he’s been the chair of the board of directors at the United Way of York County.
“It is not lost on me that this is where I started my legal career,” Confer said. “They say you can’t go home again, but luckily, I’ve never had to leave. York has been wonderful to me, to my family and to my career. I’ve never wanted to practice anywhere else, and joining Barley means I will never have to.
