York, Pa. – Barley Snyder Partner Jeff Lobach and his wife Cindy were honored with the 2025 Distinguished Humanitarian Award at Penn-Mar’s 33rd Annual Gala Fundraiser on March 1 in Owings Mills, Maryland. The event raised over $572,000 to support Penn-Mar’s charitable mission of empowering individuals with intellectual and developmental disabilities.

Penn-Mar Human Services is a nonprofit organization dedicated to supporting individuals with intellectual and developmental disabilities across Maryland and Pennsylvania. Through programs like residential support, employment services and community integration, Penn-Mar helps over 400 individuals each day lead independent and fulfilling lives.
The Distinguished Humanitarian Award is presented annually to individuals who have demonstrated unwavering dedication to community service and who embody Penn-Mar’s core values of integrity, excellence, collaboration and innovation.

A Legacy of Service
Jeff and Cindy Lobach are well-known figures in the York community, with a history of tireless service and advocacy. Jeff’s leadership in the pro bono Golden Venture project, which helped 300 Chinese refugees aboard the freighter Golden Venture, earned national and international acclaim. As President of the York County Bar Association, Jeff initiated the project, which ultimately resulted in a four-year legal battle before the refugees were paroled by the President.
In addition to their work with organizations and causes in the region, Jeff and Cindy have planned and executed numerous missions abroad, especially in the rainforests of the upper Amazon.
Throughout their careers, Jeff and Cindy have received many honors for their philanthropic efforts, including Rotary’s Service Above Self Award, the Crystal Stair Award from the University of Pennsylvania, and the Peacemaking Award from the Presbyterian Church USA.
Jeff’s Professional and Community Leadership
In addition to his pro bono work, Jeff is a member of Barley Snyder’s Business and Real Estate practice groups and previously served as the firm’s managing partner for more than a decade. During his tenure, the firm nearly tripled in size and expanded into seven new markets, while also growing its forces in its five legacy offices. A dedicated community leader, Jeff is an Eagle Scout and has served on and chaired several charitable boards, including those of WellSpan Health, the York Health Foundation, York County Community Foundation and the regional Scouts Council. He currently serves on six charitable boards, continuing his lifelong commitment to improving the community.
