The Barley Snyder Transportation, Logistics & Trade Industry Group is here to guide this specific, burgeoning industry and shipping processes. The firm’s offices are strategically located within this hub of warehouse expansion, and its attorneys have the resources to service the heart of the mega-warehouse distribution corridor, which extends from northeast Pennsylvania and the Lehigh Valley to Washington, D.C.
Our attorneys have worked on all matters related to the issues and challenges raised by the business of distribution, transportation & logistics, including site planning and land use, environmental considerations, human resource issues, warehouse systems, federal, state and local regulatory issues, contractual risk transfer, insurance and safety.
The group’s attorneys have specific and proven experience in a number of major areas affecting the industry such as:

- Regulations from the state and federal transportation departments, the Pennsylvania Utility Commission, and the federal Occupational Safety and Health Administration

- Intellectual property matters for transportation, logistics, and trade-related businesses with significant and unique experience in autonomous vehicle innovations and other transportation-related patents.
In addition, the group assists clients with certain international trade, customs and shipping issues, including:
- Compliance with import and export control laws and regulations
- Compliance with economic sanctions, laws and regulations
- Commercial agreements and terms related to international trade matters
- Customs and tariff questions
- Other regulatory requirements such as the Foreign Corrupt Practices Act
- Notifications to the Committee on Foreign Investment in the United States
Barley attorneys provide guidance, counsel and useable solutions for your project or for the challenges of your ongoing operations. The group is led by David Confer, who has spent more than four decades as general counsel at a large central Pennsylvania kitchen, bath and building products sourcing company. During his time as vice president of the company, he was responsible for all real estate storage and distribution facilities, truck and driver leasing, rail transportation, exporting, driver qualification, regulatory compliance (OSHA, DOT, PUC), business insurance and accident investigation. He also established a separate transportation entity of the company.
